Private and social landlords with tenancies covered by England's electrical safety regulations are required to ensure that the fixed electrical installation in each rental property is inspected and tested at intervals of no more than five years. The inspection produces an Electrical Installation Condition Report (EICR), sometimes referred to informally as a landlord electrical certificate, though the document's official title is Electrical Installation Condition Report.
The EICR assesses whether the property's fixed wiring, consumer unit, earthing arrangements, bonding conductors, socket outlets, light fittings and other permanent electrical components are in a satisfactory condition. An engineer carries out a visual examination of all accessible parts of the installation and then performs a series of electrical tests on the circuits and protective devices.
Each observation is recorded using a standardised coding system: C1 for conditions presenting immediate danger, C2 for potentially dangerous conditions requiring urgent attention, and C3 for recommendations for improvement that do not constitute an immediate safety concern. FI means further investigation is required without delay.
An EICR is unsatisfactory if it includes C1, C2 or FI; C3 alone does not make it unsatisfactory. Landlords must supply a copy of the EICR to existing tenants within 28 days of the inspection, to incoming tenants before they occupy the property, and to the local housing authority within seven days of a written request.
Where the report requires remedial or further investigative work, the landlord must arrange for the specified remedial work to be completed and obtain written confirmation from a qualified electrician within 28 days of the inspection, or within the shorter period specified in the report. Within 28 days of completing required remedial or investigative work, landlords must provide the tenant and local council with the report and written confirmation.
Prospective tenants must receive the inspection report within 28 days of requesting it. Transitional provisions for social tenancies granted before 1 December 2025 require the initial inspection before 1 November 2026.
