Landlord Electrical Certificate

Private and social landlords with tenancies covered by England's electrical safety regulations are required to ensure that the fixed electrical installation in each rental property is inspected and tested at intervals of no more than five years. The inspection produces an Electrical Installation Condition Report (EICR), sometimes referred to informally as a landlord electrical certificate, though the document's official title is Electrical Installation Condition Report.

The EICR assesses whether the property's fixed wiring, consumer unit, earthing arrangements, bonding conductors, socket outlets, light fittings and other permanent electrical components are in a satisfactory condition. An engineer carries out a visual examination of all accessible parts of the installation and then performs a series of electrical tests on the circuits and protective devices.

Each observation is recorded using a standardised coding system: C1 for conditions presenting immediate danger, C2 for potentially dangerous conditions requiring urgent attention, and C3 for recommendations for improvement that do not constitute an immediate safety concern. FI means further investigation is required without delay.

An EICR is unsatisfactory if it includes C1, C2 or FI; C3 alone does not make it unsatisfactory. Landlords must supply a copy of the EICR to existing tenants within 28 days of the inspection, to incoming tenants before they occupy the property, and to the local housing authority within seven days of a written request.

Where the report requires remedial or further investigative work, the landlord must arrange for the specified remedial work to be completed and obtain written confirmation from a qualified electrician within 28 days of the inspection, or within the shorter period specified in the report. Within 28 days of completing required remedial or investigative work, landlords must provide the tenant and local council with the report and written confirmation.

Prospective tenants must receive the inspection report within 28 days of requesting it. Transitional provisions for social tenancies granted before 1 December 2025 require the initial inspection before 1 November 2026.

Engineers from our network can carry out EICR inspections on residential rental properties in Poole and the surrounding area. To arrange an inspection, use the enquiry form on this site and include the property address and the date of the most recent electrical inspection if known.

Signs a Rental Property May Need Early Inspection

⚠️

Frequently tripping circuit breakers

If tenants report circuit breakers operating more frequently than expected, this may indicate an overloaded circuit, a deteriorating connection or a developing fault within the wiring. An early inspection should be considered rather than waiting for the next scheduled five-year interval.

⚠️

Visible damage or discolouration at outlets

Cracked socket faceplates, scorching or yellowing around outlets, switches or the consumer unit can indicate heat build-up caused by a loose connection or arcing fault. These observations warrant prompt assessment by a qualified electrician.

⚠️

No record of a recent inspection

If the landlord cannot locate a copy of a current EICR or the last inspection was carried out more than five years ago, an inspection should be arranged without delay to comply with the regulations and to identify any changes in the condition of the installation.

How an EICR Inspection Works

1

Booking and access

The landlord or letting agent arranges access to the property and ensures tenants are given appropriate notice of the visit. The engineer will need access to all rooms, the consumer unit, socket outlets, switches and light fittings throughout the property.

2

Visual examination

The engineer carries out a detailed visual check of the consumer unit, accessible wiring, earthing conductors, bonding connections, socket outlets and light fittings, looking for signs of deterioration, damage or non-compliance with current wiring standards.

3

Circuit testing

Following the visual examination, the engineer tests each circuit using calibrated instruments to verify that earth continuity, insulation resistance and protective device operation all meet the requirements of the current edition of BS 7671. The scope and any access limitations are agreed beforehand. Further investigation may be needed where defects or inaccessible parts prevent a conclusive assessment.

4

Report and follow-up

The engineer records C1, C2, C3 or FI as appropriate. The landlord distributes the report and arranges required remedial or investigative work within 28 days or a shorter period specified in the report, then provides the required written confirmations.

FAQs About Landlord Electrical Certificate

How often must a rental property in England have an electrical inspection?
The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require that fixed electrical installations are inspected and tested at intervals of no more than five years. A fresh inspection may also be required when a new tenancy begins if the existing EICR is more than five years old or if the report specifies a shorter interval.
What does an engineer check during an EICR inspection?
The engineer carries out a visual examination of all accessible electrical components, including the consumer unit, wiring, earthing conductors, bonding connections, socket outlets and light fittings. This is followed by a series of electrical tests on each circuit, covering earth continuity, insulation resistance and the operation of protective devices such as circuit breakers and residual current devices (RCDs).
What do the EICR codes C1, C2 and C3 mean?
C1 indicates that the observation presents an immediate danger to people and must be addressed as a matter of urgency. C2 indicates a potentially dangerous condition that requires remedial action, but where there is not an immediate risk of injury. C3 is a recommendation for improvement where the condition is not immediately unsafe but where an upgrade would be beneficial. FI means further investigation is required without delay. C1, C2 or FI makes the report unsatisfactory; C3 alone does not.
What must a landlord do if the EICR requires remedial work or further investigation?
Arrange the required remedial or investigative work within 28 days of the inspection, or any shorter period specified in the report. C1 danger must be made safe urgently. Obtain written confirmation of the completed work, then supply the tenant and local council with that confirmation and the report within 28 days of completion.
Who must receive a copy of the completed EICR?
Existing tenants must receive the report within 28 days of the inspection. New tenants must receive it before they occupy the property; prospective tenants must receive it within 28 days of requesting it. Supply the local council with the report within seven days of its request. Required remedial or investigative work has separate written-confirmation duties.
Does a rental property need a new EICR when a new tenancy begins?
A new tenancy does not automatically trigger the need for a new inspection, but the landlord must provide the incoming tenant with a copy of the current EICR before the tenancy begins. If the existing EICR is more than five years old at the point the new tenancy starts, a fresh inspection will be required.
